最近有團體主張港府應優先使用棕土。討論棕土問題,有必要先行釐清棕土在香港環境的定義。筆者認為,棕土(brownfield)是泛指新界鄉郊範圍內的綠土(greenfield),如綠化帶、農地,甚或是自然保育區和郊野公園等遭到不恰當使用而成的,其中大部分造成環境破壞和污染,當中也有涉及非法佔用官地及作非法用途。
